PCLP Wednesday Speaker Series

Please join PCLP and LEADs in welcoming Judge Howard Fell. Judge Fell will discuss the nature and circumstances of Rule 11 in criminal proceedings. Rule 11 proceedings pertain to defendants who may be suspected of being mentally incompetent and thus are entitled to mental examinations and rehabilitation. Judge Fell will discuss statistics, factors, and considerations made in the day to day of Rule 11 Proceedings.
