Tory Fodder (Taos Pueblo) is the Manager of the Indigenous Governance Program and a Professor of Practice at the University of Arizona, James E. Rogers College of Law. A native of Walters, OK, Dr. Fodder is a S.J.D. and J.D. graduate of the Indigenous People’s Law and Policy Program. He holds an A.B. from Dartmouth College, Hanover, NH.

Dr. Fodder formerly served as the Associate Director of the High Plains American Indian Research Institute, and as an Assistant Lecturer at the University of Wyoming. His research interests include Native American natural resources, indigenous governance, international indigenous human rights and policy, critical race theory, and indigenous libertarianism.
