This unique collaboration allows students to complete U.S.-accredited degrees entirely in their home countries or at partner campuses, with access to University of Arizona resources and faculty.

Through the BA in Law program, a collaboration between the James E. Rogers College of Law and the School of Government and Public Policy (SGPP), students delve into specialized courses on Cambodia, Southeast Asia, and U.S. Law. Rigorous training in civil and criminal procedure, evidence, and legal research equips graduates with expertise in both civil and common law systems, enabling them to pursue careers in the legal field domestically and internationally.

Welcome to the OUC-UA Cooperative Program, a groundbreaking collaboration between the University of Arizona (UA) and Ocean University of China (OUC) offering an innovative dual bachelor’s degree in law. In just four years, students can earn a Bachelor of Arts (BA) in Law from the University of Arizona and a Bachelor of Laws (LLB) from Ocean University of China.

This program provides a unique opportunity for high-performing undergraduates to receive rigorous training in both the Chinese and U.S. legal systems, as well as international economic law. Taught in English and Chinese, students gain a comprehensive understanding of civil and common law, equipping them to excel in domestic and international legal contexts.

The curriculum covers essential topics such as civil and criminal procedure, contracts, torts, evidence, legal research, and lawyering skills. Graduates emerge prepared for a variety of career paths, including roles as in-house counsel, private practitioners, mediators/arbitrators, compliance officers, and government relations specialists.

Upon completion, graduates have the option to pursue further legal education internationally, such as a JD or LLM degree. Many alumni gain admission to top-tier law schools in the U.S., reflecting the program's esteemed reputation and academic rigor.

Throughout the program, students benefit from the expertise of distinguished faculty from both UA and OUC. The UA James E. Rogers College of Law, renowned for its excellence, provides exceptional instruction and support to students, ensuring they receive a world-class legal education.

Students will need to be admitted to Ocean University of China. Once they have been admitted, they will receive application instructions from the University of Arizona. By the end of their second year at Ocean University of China, students will need to meet one of the following requirements:

  • Successfully complete English 107 and 108
  • Receive a TOEFL score of 79
  • Receive an IELTS score of 6.5
  • Minimum 2.0 GPA
