Harinder Kapur
Harinder is the Senior Assistant Attorney General of the Cannabis Control Section, Office of the Attorney General – California Department of Justice. The Cannabis Control Section represents California’s licensing and enforcement agencies in the regulation of commercial cannabis activities. Harinder has been a lead prosecutor overseeing investigations and prosecutions of licensed professionals. She has litigated cases involving unlicensed commercial activity, fraud, unfair business practices, corporate unlicensed practice, nuisance, standard of care, and sexual abuse/misconduct. She has been with the California Office of the Attorney General for over 17 years. Prior to working at CA-DOJ, she was with the California Department of Corrections and Rehabilitation where she was in-house counsel on employment matters involving employee discipline, reasonable accommodations, and harassment and discrimination.
Harinder has drafted and amended proposed legislation in the cannabis space. She serves as a Governing Member of California’s Unified Cannabis Enforcement Task Force; is a member of the Attorney General Alliance’s Cannabis Project Advisory Council; and is a contributing author to Thomson Reuters Cannabis Law Deskbook. She also served as a member of the California Highway Patrol’s Impaired Driving Taskforce, formed following the passage of Proposition 64, and provided its recommendations to the California Legislature in January 2021.
